SGML document translations must proceed while verifying or else identifying problems would be difficult, and translation would also be difficult. Verification was not possible unless it was done by the client.

TOIN stationed not only language lead but also the translators at the client's site for several months to deepen their understanding by having them actually handle the system and grasp the salient points of SGML translation. Subsequently, TOIN withdrew these stationed translators and dedicated them exclusively to translation, but the language lead continued to work at the client's site, and completed the project while offering feedback to the translators on translation system verification.
